The Coalition's central staff works out of our Raleigh office to stay informed of the latest housing news, to remain proactive on housing-related issues in local, state and federal arenas, and to promote housing opportunities for low- and moderate-income North Carolinians. Our staff also includes members working remotely across the state on the Carolina Homeless Information Network (CHIN).

Satana Deberry

Satana Deberry, Executive Director

Satana, a native of Hamlet, North Carolina, is a graduate of Princeton (B.A.) and Duke Universities (J.D. and M.B.A.), and brings nearly two decades of experience in policy, regulatory, governmental, administrative, human resource and contractual/legal matters. She’s worked for the Annie E. Casey Foundation in Washington, the North Carolina Department of Health and Human Services, and Durham’s Self Help Credit Union. Recently, during 2011-12, she served as Interim Executive Director of Durham Habitat for Humanity.


John Niffenegger, Deputy Director

John has been involved with the Coalition since September 2005, when he began his internship in coordination with his studies at UNC-CH. He received his masters in social work in May 2006, and was hired as Membership Coordinator in July 2006. John puts together the Coalition's bi-monthly Housing Matters, interacts with members, and works to increase the Coalition's visibility. In his spare time, he makes music, mountain bikes, and spends time with his wonderful dog, Bayla.


Regina Green, TRN Program Director

Regina currently administers the Tenant Resource Network Program. She has been with the Coalition for over 10 years. Before coming to the Coalition she worked  at Coastal Community Action, where she served as the Section 8 housing director. Regina enjoys cooking, dancing and singing, but above all, spending time with her granddaughters.


Anne Ehlers, Communications and Marketing Director

Anne joined the Housing Coalition in February 2009. She relocated from Atlanta where she worked with performing arts and women’s health organizations. Her goal is to build a comprehensive fundraising program and develop inspiring and informative communications. She received her Masters Degree from UC San Diego and her BA from the University of Iowa. Anne enjoys hiking with her dog, attending theatre and napping in the sun.


Carley Ruff, Policy Director

Carley joined the Housing Coalition in June of 2009. She works on state and federal level policy for the Coalition and also provides technical and staff support to local housing advocacy groups throughout North Carolina. Carley holds a Masters in Social Work from Washington University in St. Louis and a BA in History from the University of Georgia. Prior to joining the staff at the Housing Coalition, Carley worked for Habitat for Humanity in Richmond, Virginia and Charlotte, North Carolina. She also worked on state policy for Catholic Charities in St. Louis including several pieces of legislation pertaining to affordable housing and asset development. In her spare time, Carley enjoys live music and spending time with her beautiful niece and two hilarious nephews.


 Vickie Cremeans, Finance Director


Vickie began working with the Coalition as a part time bookkeeper in 2006. She relocated from Ohio where she worked for a major utility as a regional accounting manager. Her favorite activities are anything that involves the grandchildren.





Laura McDuffee, Program Analysis & Development Director, Carolina Homeless Information Network

Laura has been working with HMIS in NC since 2002 when she helped establish a regional HMIS in the Triad. She has reviewed several software options, provided training and technical assistance, and developed policies and procedures for HMIS implementation. Her current focus is on developing reports using the data collected by the system. Laura has a master's degree in public affairs and nonprofit management and a bachelor's degree in dance. 


Sonia Ensenat, Program Operations Director, Carolina Homeless Information Network

Sonia has been working for the Coalition since September 2007. She has an MS engineering degree from MIT.  Her responsibilities include monitoring day-to-day operations, system testing and data quality control. She also volunteers for the Interfaith Food Shuttle and CESI Debt Solutions. In her spare time, she enjoys hiking with her dogs, volleyball and gardening.


Holly Barham, Training Coordinator, Carolina Homeless Information Network

Holly began working with the Coalition's Carolina Homeless Information Network (CHIN) in July 2007. With an education background, she moved from the coast to the mountains to coordinate CHIN's efforts in the west. Holly develops all the training materials for CHIN and serves as the HMIS point of contact for the HPRP and the veterans’ programs. In her spare time, she enjoys hiking, live music, and spending time with her husband and two children. 


Michael Tillman, Help Desk Coordinator, Carolina Homeless Information Network

Mike has been working with CHIN since April 2008. He manages CHIN’s Help Desk operations, including the creation of process-driven assistance methods for CHIN user issues and the development of CHIN's online portal, and part-time Help Desk staff. Mike is a native of the Raleigh area and has a strong background in customer service and working with federal grantees. He is a graduate of the University of North Carolina at Wilmington with a BA in English. Mike enjoys running, cinema, reading, and in his spare time practices and teaches his passion, Chinese Shaolin style martial arts.



Rob Tripp, Membership Management Coordinator, Carolina Homeless Information Network

Rob Tripp has been with the North Carolina Housing Coalition since 2007 where he utilizes his experience with technology and research as Membership Management Coordinator for the Carolina Homeless Information Network. Rob has been in the service and education fields for over 20 years with experiences ranging from elementary school special education, experiential wilderness education, university administration and post-secondary teaching. He holds a BA in Philosophy and Religion from UNCW, a MS in Higher Education from Florida State University and will graduate with a PhD in Educational Leadership from the University of Nebraska in May of 2011. Rob currently resides in Wilmington with his wife Amy, son Sydney and daughters Abby and Emily.



Elizabeth Lockley, Reports Administrator

Elizabeth joined the Housing Coalition staff in October of 2010. Originally from North Western Pennsylvania, she has been a proud North Carolinian by choice since 1988. She brings CHIN a background in data networking and IT management as well as IT training material publications. She went to Lenoir-Rhyne University, where she earned a BA in education. She lives in Elon with her children. Elizabeth concentrates her volunteer efforts in educational and domestic violence issues. In her spare time, she enjoys cooking, reading, traveling, hiking, kayaking and practicing yoga.



Stacie Darden, CHIN Bookkeeper, Carolina Homeless Information Network

Stacie began working for the Coalition in January of 2011 as a temp through Accountemps. She began working permanent full time in August of the same year.  In her position she works with the Financial and Office Services Coordinator with the administrative and HR duties of the agency.  She has an MBA and BA in Bus. Adm. from Saint Leo University in Florida and has worked in nonprofits for over 10 years.
