Now, more than ever... Housing builds.
In the face of unsteady housing markets and an unsettled economy, the North Carolina Housing Trust Fund has proven its power to build communities, the economy and lives.
The State's investment in 2008 has paid off.
The General Assembly appropriated $15.5 million to the Trust Fund in FY 2008, including $6 million specifically for permanent supportive and independent housing for persons with disabilities and $10 million in recurring funds. The Trust Fund has improved housing in all 100 counties, and has won three national awards.
Cumulatively since 1988 NC has invested $85 Million in the Trust Fund and it has financed:
- 19,947 homes and apartments;
- $669 million of new construction and housing rehabilitation.
Trust Fund investments build the economy as well as the supply of affordable housing. The Trust Fund’s activities have generated:
- 11,000 construction jobs;
- $40.6 million of state tax revenues;
- $56 million of local tax revenues.

The Trust Fund is the state's most flexible housing resource for:
- serving homeless families and individuals, victims of domestic violence, and people with disabilities;
- ensuring elderly and disabled to continue living in their own homes;
- producing housing to high energy-efficiency and “green” standards;
- financing successful entry-level home ownership.
Historically, nearly 82% of Trust Fund housing benefits very-low-income households (below 50% of local median income). Nearly 48% of Trust Fund housing benefits extremely-low-income households (below 30% of local median income). Every $1 of state funds produces $4 of housing.
To reach its full potential, the Trust Fund needs a substantial, reliable source of funds. It needs a substantial recurring appropriation in the 2009 Session, especially when funds are short and North Carolina's housing and economic challenges are great. Our goal is to achieve minimum of $50 million in annual funding.
Now, more than ever, North Carolina needs decent, safe and affordable housing that the Trust Fund can build, given the necessary resources.
