2008 Legislative Agenda

State

The North Carolina Housing Coalition will take a leadership role in supporting legislation to:

1.  Increase the Appropriation the NC Housing Trust Fund to $50 million Annually

In order to adequately respond the NC’s growing housing crisis for low to moderate income households, the state needs to invest significantly more resources in the NC Housing Trust Fund.  We will lead a campaign of over 150 supporters to advocate for $50 million of annual funding for the NC Housing Trust Fund.

 

2.  Foreclosures Responses:

Advocate for increased funding for housing counselors and Legal Aid attorneys to assist those facing foreclosure as well as better prepare future homebuyers for successful purchases.

 

3.  Reform Property Tax valuation of LIHTC Properties

Advocate with LIHTC development community for passage of legislation that will recognize LIHTC properties at their rent-restricted value.

 

4.  Preserve Affordable Housing & Support Manufactured Home Park Residents

Advocate for passage of Manufactured Home Park Resident notification legislation that will provide a 7% tax credit to owners who sell their parks to the residents.  This ensures preservation of their homes as assets.

 

5.  Establish a Fund to Dispose Abandoned Manufactured Homes

Advocate with CRA-NC for passage of legislation that will create an Abandoned Manufactured Home Disposal Fund that allow for cleanup of abandoned manufactured homes.  This will allow for cost-effective redevelopment of manufactured home parks.

 

6.  Maintain funding for the following NC Housing Programs:

  • Community Development Corporations 
  • Individual Development Accounts.
  • Housing 400 and Key Programs that serve people with disabilities
  • NC Housing Tax Credit Program

 

7.  Work with our allies to improve consumer protections on issues related to financing.

 

 

Federal

The North Carolina Housing Coalition will take a leadership role educating and engaging our members to supporting legislation to:

1.  Support passage of the National Housing Trust Fund in the US Senate.


2.  Oppose any net cuts to funding for
HUD's Tenant and Project-based voucher program, Public Housing Operating Budgets, Community Development Block Grant, HOPWA, Emergency Shelter Grants, and HUD 811 and 202 programs.


3.  Pass SEVRA in the Senate and expand McKinney Vento Funding.


4.  Also oppose cuts to
USDA rural housing and housing preservation programs.
