These legislative scorecards display votes on bills of great importance to the work of the NC Housing Coalition and key partners.  All of the bills below and noted in the scorecards were passed in the 2007 Legislative Session.

  • SB 1466 Migrant Housing Health/Safety
    This bill brings important improvements to farmworker housing standards, and improves NCDOL’s inspection and enforcement processes as well.
  • HB1499 Increase Homestead Income Limit to $25,000
    This bill increases the eligibility for NC’s property tax homestead exclusion from $18,000 to $25,000 annual income, and creates a “circuit breaker” for eligible tax payers, allowing them to defer taxes greater than 4% of their income or 5% of their income if incomes range from $25,000 to $37,500.  This was an important bill that protects low and fixed income homeowners in areas where property taxes are rising.
  • HB313 Identify Loan Originator
    This bill requires the name of the loan originator, if any, to appear on the deed of trust so that bad actors in the mortgage industry are more easily identifiable. 
  • HB817 Residential Mortgage Fraud Act
    This bill creates a new definition of Residential Mortgage Fraud intended to make it easier to bring cases for fraud related to home mortgages.
  • HB947 NC Foreclosure/Landlord Tenant Laws
    This bill protects tenants who live in a property going through foreclosure by requiring that the tenant receive notice of a foreclosure sale and thus allowing them to terminate their rental agreement on the property. 
  • HB 1374 Protect Homeowners/Reduce Foreclosure
    This bill requires loan servicers to notify homeowners of any fees charged on loans and provide a full accounting of how payments are handled and fees assessed.  The legislation also reverses two NC Supreme Court decisions that make it harder for borrowers to sue for illegal lending practices.
  • HB 1817 Protect Consumers/Covered Loans
    This bill improves existing NC predatory lending laws by limiting broker fees that encourage “steering” borrowers into more expensive, higher rate loans, and improves the duties mortgage brokers owe their clients.  Additional protections in the bill include a prohibition on prepayment penalties and a requirement that lenders determine that the borrower has the ability to repay the loan.
